Because she feared that there wasn't anyone in the Obama Administration competent enough to pass Russia hoax material to Congress. When the House PSCI interviewed her Adam Schiff was there to play dumb tricks (nothing new).

PS-Why isn't Joe Biden worried about our intelligence community? Those folks are either mind-numbingly incompetent or they've sided with Marxist Democrats. There is no third option.
